Sunday 4-18-10 - Standards test

 

(Note: Must notify detection and patrol trainer's chairman prior to showing up for test.  Please email ASAP if you are planning on testing.)

o        Patrol meets for standards at 1500 hours until done, Contact Shawn Gore for details

o        Detection teams meet for standards at 1200 hours until done (trainers meet at 1100 hours) Meet in front of hotel lobby at your assigned time.

This year we are pleased to welcome a recognized expert in the field of drug interdiction for the Narcotics Detection Canine Teams, Mr. Tim Cardwell from the North Carolina Highway Patrol.  His Bio is below as well as a brief description of his presentation.  Don't miss out on this exciting training opportunity!

 

 

 Criminal Patrol and Drug Interdiction Course

Overview -

 

Introduction to the Crime Problem, Racial Profiling, Change in Driving Behavior/Unusual Driving Behavior, Inidicators of Possible Criminal Activity, Questioning and Evaluation, Vehicle Approaches, Consent Searches, Canine Usage, Vehicle Searches, Search and Seizure, Post Arrest Procedures. 

 

The OneDay Criminal Patrol and Drug Interdiction Course has been developed with the uniformed patrol officer in mind.  Originally developed in 1999 by Shaun Smart (and utilizing experience gained over more than seventeen years of interdiction experience), the class has been constantly updated as new and valid techniques are either discovered or refined.  The program has been taught to over 25,000 officers throughout the United States, Canada, Mexico and Russia.  Unique in that it is the first and only program which teaches Change in Driving Behavior and Unusual Driving Behavior, the program in its entirety stresses an understanding of human behavior.  Because understanding human behavior is the key to evaluating each and every traffic stop, these techniques have been proven to work in every type of environment by every type of uniformed law enforcement officer.  Officers engaged in inner city traffic enforcement efforts have met with as much success as officers engaged in interstate related interdiction efforts based on their understanding of the concepts outlined in this class.  An officer in a rural county on a township road can succeed in detecting criminal activity just as well as a state trooper working on a specialized interdiction team.

 

The key to this training is understanding that we in law enforcement are responsible to interdict all types of criminal activity while engaged in uniformed patrol activities.  Officers across the country, and internationally, have succeeded in apprehending criminals and detecting crimes ranging from a no driver’s license offense up to and including the arrest of murder suspects fleeing from a scene that has not even been discovered yet.  Significant drug seizures are routine, as are the arrest of wanted felons, the location of stolen vehicles, even the detection and seizure of known terrorist suspects, both foreign and domestic.

 

Mr. Tim Cardwell

Qualifications:  Tim has been in Law Enforcement for over 24 years.  He was with a Municipal Department for three (3) years and has spent the last 21 years with the North Carolina Highway Patrol.  He has 18 years experience in Criminal Interdiction, 11  years of that time as a supervisor and six years as a canine officer.  He is recognized as an expert nationally in the field of Criminal Interdiction and has been involved in hundreds of criminal stops ranging from murder, robbery, stolen vehicles, fugitives, narcotics and currency trafficking, fraud, etc.  Tim has made or been personally involved in hundreds of significant drug seizures, and his drug arrests include the State of North Carolina’s top five (5) marijuana seizures and four (4) of the top five (5) cocaine seizures, and largest methamphetamine seizure, all resulting from self-initiated vehicle stops of passenger and commercial vehicles.  His drug arrests include the state of North Carolina’s record Cocaine interdiction stop (1,703 pounds), Marijuana interdiction stop (1,678 pounds) and Crystal Methamphetamine interdiction stop (12 pounds).  All of Tim’s arrests are the result of “cold” traffic stops, stops made with no prior knowledge the vehicle contained suspects or contraband.  He has participated in numerous multi-agency control deliveries of more than 10 thousand pounds of other narcotics.  He is routinely sought out for assistance by federal, state, county and local law enforcement officers to assist with vehicle searches, legal guidance, court preparation, program implementation, policy and procedures as well as how to better implement legal and effective techniques.  He has been consulted with by numerous agencies with the implementation of Criminal Interdiction Programs to include logistics, policy, personnel assignment and training.  Tim has had three (3) of his criminal cases accepted as case law for the State of North Carolina and two (2) other cases accepted as federal case law for the United States Fourth Circuit.  He is currently active with the interdiction technique and supervises a team devoted full-time to the interdiction tactic.  He earned his Advanced Law Enforcement Certificate.  Finally, Tim has testified at all levels of the court system, both in and out of the state of North Carolina and at the Federal level. 

 

            Law Enforcement Training:  Tim is a nationally recognized instructor and has provided Criminal Interdiction training since 1991 to over 10 thousand law enforcement officers throughout the United States, Canada, Mexico and Moldova.  He coordinated a vehicle search techniques training program to 120 United States Marines at Camp Lejeune, North Carolina before deployment to Iraq.  He developed a 16 hour Basic Criminal Interdiction course, a 16 hour Advanced Criminal Interdiction course, which he recently combined and further developed into a 42 hour Comprehensive Criminal Interdiction course that he teaches at the Community College level throughout the state.  He is a Senior Associate Instructor for the Federal Highway Administration’s Drug Interdiction Assistance Program (DIAP), the Drug Enforcement Administration’s Operation Pipeline Program (EPIC), and the National Highway Traffic Safety Administration’s Conducting Complete Traffic Stop program.  He is a certified Field Training Officer and Field Training Supervisor with his department.  He is a certified Instructor with the state of North Carolina.  He is a graduate of the Drug Enforcement Administrations 80 hour Drug Unit Commanders Academy, North Carolina State University’s 12 week Administrative Officers Management Program and possesses an Associate Degree in Criminal Justice.        

 

Recognition:  Tim has received numerous national, state, local, and inter-departmental awards for his efforts and accomplishments in the field of Criminal Interdiction.  A few of the awards are: 

  • First ever recipient of the National Criminal  Interdiction Officer of the Year Award--1993  (through FMCSA, DIAP and EPIC, the top national law enforcement  award for roadway criminal interdiction officers).
  • Recipient of the prestigious DEA Administrator’s Award.
  • A personal letter of commendation from former US Attorney General William Barr for efforts and sustained performance in Criminal Interdiction.
  • He was a nominated finalist for the National Top Cops Award.
  • The International Narcotics Officers Association recognized him for his sustained efforts in the field of Drug Interdiction. 
  • He has been recognized for his efforts in Criminal Interdiction by two (2) state Governors.
